2011 Public Service Award

RAY MARTIN IS RECIPIENT OF “PUBLIC ADMINISTRATOR OF THE YEAR” AWARD

 The Georgia Chapter’s Awards Committee, chaired by council member Calvin E. Sims Sr., has announced the selection of Raymond D. “Ray” Martin, personnel director of the Douglas County, Ga., government, as the recipient of the chapter’s “Public Administrator of the Year” award for 2011.

Prior to his appointment 13 years ago to be Douglas County’s personnel manager, Mr. Martin worked in the personnel departments of Champion International Corp. (now the International Paper Company) locations in four states and Rayonier, Inc., in Jesup, Ga.

He holds an M.P.A. degree from Ohio State University.  The Georgia Local Government Personnel Association certified him as a Certified Human Resources Manager in 2003 and awarded him advanced certification in human-resources management in 2005.  He served on the association’s board from 2000 to 2005.

Mr. Martin was a member of Kiwanis International’s board of trustees from 1994 to 1998.  He has served on the Douglasville Chamber of Commerce’s human-resources committees for 12 years, and is the Douglas County government’s liaison to the Cultural Arts Council of Douglasville and Douglas County.
